That's not what I see in this vid. The officer's hand is not clearly visible, but he does reach up to press something to the back of the suspect's neck. As the guy goes down, you can see the stun gun being pressed against him, and you can hear it discharging. I'm not a cop-hater, but your description of this video does not line up with what the video clearly shows.
