This is definitely in my country, Colombia, i don´t know the story behind this but it looks like that happened in Chocó, the poorest and one of the most violent state in Colombia, maybe was a drug related incident or the poor guy just was a thief and was mutilated by the AUC (colombian right-wing paramilitary) or the FARC (communist guerrillas) for win the support and trust of the town.
