This has nothing to do with paying $2. Get your facts straight. Location: The Rotterdamseweg in Schipluiden The Netherlands, about 10 KM south of The Hague. The installation is there to demotivate drivers to use this route as an alternative for the highway A13. It lets cars through one by one, and every time a cars has gone through, the one following has to stop, for a maximum of 30 seconds.
