Since I'm a lineman I figured I'd throw my 2 cents in.
This is a substation they were at it is possible that they pulled the wrong 'door" or switch open on the other side (opposite them then walked around to the wrong one).
For example- on the other side they went to door 11 D, then walked around to door 11C or E and thought it was D.
it happens. High voltage, you think it's dead, no rubber gloves, the you go to work it dead... and it's hot.
Those flashes can reach over 12,000 degrees in less than 1 second.
Who knows if they had FR clothing on ( I wear it).
If n when it happens you're fucked no if ands or buts.
As far as wind turbine electricity goes... it's still electricity- regardless of the source.
The burns from high volts dont stop internally for some time.
You could look at it that day and think it's not bad- 2 weeks later everything has peeled away down to the bone... skeleton arm.

I thought it was a re-post. The one you have is a much longer version though. Now I remember a guy coming along and doing the "whoa shit" look on his face when he saw the guys.
I gotta DL some pics for ya'. I just did a static line and cross arm change out on a 230 kv transmission line. 110' cedars all climbing-I snuck a few pics while we were at it.
This week I did the "OSHA 500". The ten hr course all on 1910 & 1926 (I think). It's their linework guidelines-you know that I'm sure.
The only thing we were questioning was the proper, or best height on the pole to mount the cluster ground bracket on "dead" Transmission line work.
They say 3-6' below the worker-we were doing about 3' off the ground thinking the pole potential would remain the same-they say no.
Also we go from the cluster bracket to not just the down ground but a "screw type" ground rod- they say not OK to use them.
