Skinheads originated in Britain, look up "mod-revival" in wiki. It was just a style that was associated with being a mod, which is like goth or emo. Mods listened to bands such as The Who, The Clash, The Jam (Paul Weller who was known as the modfather) and many others.
Then though it wasn't associated with being a fascist, mods liked other cultures and listened to many ska bands which originated from jamaica.
Skin-head attire then was leather jackets, rolled up jeans, suspenders etc. The meaning of skinhead has changed but the apparel hasn't
