Turtles dont have teeth...they have a beak.
Their jaws however have horned ridges, which have basically the same function as teeth! Meat-eating turtles have sharp ridges whereas plant-eating have more of a serrated design.

The tortoise's owner is the retard here. He should understand the pet he keeps and not allow it to mingle with other people's pets like that. Tortoises can be very territorial, and move fast when they want to. Tortoise owner should pay the vet bill.
