I can't speak for all cities, but Liverpool has variations of speech, as does New York. A Person born, and raised in New York can tell whether an accent is from Brooklyn, or Queens. Similar, but slightly diff thing in Liverpool. Accents in L'pool are not regulated to areas as such, but rely more on the individual family, some are more guttural sounding than others.

Typical behaviour of kids in cities like L'pool, Manc, Glgo, Ldon, etc. Got nothing to do with race, but everything to do with group, and peer pressure. From what my folks tell me this type of behaviour only managed to materialized after WW11. Now its prevalent pretty much where ever you go. I remember in the 50s, 'teddy-boys'+ fairgrounds= fights. Seems that rock and roll, and being cool was influential in creating the teddy-boy stereotype, and its just taken off from there. The U.S. went through a similar phase, i.e. Marlon Brando in the film 'The Wild One', James Dean in 'Rebel Without a Cause', West Side Story; all had a major influence on a youth that was beginning to find a freedom never before realized: Especially against established Victorian values that was constricted as well as suffocating. Aint human nature strange!.
