The black guy, if he was a cop, should have known better that the on-duty cop couldn't take him at his word and would have to follow procedure until he was absolutely sure the black guy was in fact a cop.

The fact that he didn't give him the space to make his checks makes him a dipshit.

The bit that was unnecessary, was the way the duty cop clearly wanted to wind him up. That part may have been racially motivated.
