If he wants to stab himself in the head and then jump from a building like an idiot, then by all means go ahead, I can't stop him. But why in God's name did he have to strip down to his underwear to do it?

The narrator says "Thanks to police ...". What did the police do? Convince him to jump? I think the fire department provided those crash-mats.
Anyway, the guy probably saw the crash-mats as he was undressing, and decided to jump for 'shits and giggles'. It would be a waste to not jump off a building on to provided crash-mats.
