Not to be discouraged by the cost, this guy spent 12 years of his life designing, building, and assembling a fully functional Ferrari. There's only one problem - the dumbass can't fit in it.

I think perhaps a few of you are missing the point.
Am sure had he wanted to build a full scale replica he would have done so.
With an educated guess I would say that what he did was somewhat harder given the minuteness of the parts he had to make.
'Useless' as you say is relative here.
I would imagine the knowledge he gained throughout the design-phase alone would be priceless.

This seems like something they would show on Top Gear.
Seems to be from the earlier years.
On Top Gear they had a guy who built a full sized car in his kitchen only to have to knock his kitchen wall down to get it out.
