Allhumansdie, no the cop on top of him wasn't getting shocked. A taser or cattle prod has two electrodes, the positive and negative, and since electricity always travels the path of least resistance all of the "juice" is contained between those two points (a closed circuit). However, I think it's possible for a cop to be shocked if one of the electrodes failed to attach, thereby creating an open circuit.
