You can see in a split second were the 3 sec mark starts that the police car is parket out side of the main street and then you can hear the tire noise when he drives in the way of the bike. I think there is a possibility that all the bikes had been running away from police before further back the road cause you hear another bike race away after the crash. But still this is to harch, to almost kill the guy by doing this!
