Its called deadly force for a reason.
Cops are not trained to just "wing him a little" They also do not fire warning shots. When a gun is drawn by either an officer, or a suspect, the assumption is that someone is going to be shot and/or killed. You aim for "center mass", not his foot, and not the gun.
